Dmitry Kohmanyuk to Speak at BalticNOG 2025: Network Resilience in Critical Situations

We’re proud to announce that Dmitry Kohmanyuk, one of Ukraine’s most experienced internet infrastructure experts, will speak at BalticNOG 2025 in Vilnius. His session will focus on growing global relevance: network resilience in critical situations, with firsthand insights from the war in Ukraine.

A Pioneer in Ukraine’s Internet Ecosystem

Dmitry Kohmanyuk is a name long associated with the development and governance of the Ukrainian internet. A Kyiv Taras Shevchenko University graduate with a Master’s degree in Cybernetics, Dmitry has been at the forefront of network operations, domain management, and systems architecture since the 1990s.

He co-founded Hostmaster Ltd., the organization that operates Ukraine’s national domain, .UA. Today, serves as its chief of strategy. Under his guidance, Hostmaster has played a pivotal role in deploying IPv6, implementing DNSSEC, and maintaining registry operations through some of the most challenging periods in Ukraine’s modern history.

Lessons in Resilience from Wartime Operations

In his talk at BalticNOG, Dmitry will offer a rare behind-the-scenes look at how Ukraine’s internet infrastructure has remained functional amid extraordinary conditions. From safeguarding DNS operations to maintaining reliable connectivity under attack, this session will highlight the importance of technical resilience, operational coordination, and the role of the global internet community.

This is not just a technical presentation—it’s a story of how internet professionals adapt in real time to keep critical services online, protect digital sovereignty, and support societal resilience.

A Voice at the Intersection of Technology and Policy

Beyond Ukraine, Dmitry is a respected voice in the global internet governance community. He regularly participates in and speaks at forums such as RIPE, ICANN, and DomainPulse, contributing deep operational insight and regional expertise.

He currently resides in Vilnius, Lithuania, where he continues to advise on internet strategy and engage with the European technical community.

More Than Tech

Outside his technical career, Dmitry is also a travel enthusiast, freelance photographer, and aspiring novelist. He is working on his first book inspired by his travel experiences. His broad perspective and deep-rooted experience make his presence at BalticNOG both timely and valuable.
