Livio Morina – When the Law Reaches the DNS: Operating Regulatory Blocking at ISP Scale
Livio Morina is an electronic and computer engineer with nearly two decades of experience in telecommunications. Since 2010, he has led Airbeam, a regional Italian operator with strong international engagement. He serves as President of PeeringDB and sits on the board of AIIP, the Italian Association of Internet Providers, contributing to regulatory work at the Italian and European levels. He is a regular speaker at Peering Forums and regional NOGs, focusing on internet interconnection, regulatory compliance, and internet blocking enforcement.
At BalticNOG 2025, he presented on Piracy Shield, Italy’s anti-piracy blocking platform. This year, he returns to continue that story.
At BalticNOG 2026, Livio will bring the rest of the picture to the stage with his talk, “When the Law Reaches the DNS: Operating Regulatory Blocking at ISP Scale.”
Beyond Piracy Shield: A Regulatory Patchwork
Piracy Shield, it turns out, was only the tip of the iceberg. Italian ISPs also receive blocking requirements from ADM, AGCOM, CONSOB, IVASS, and CNCPO, plus court orders on top of all of it. Every authority developed its own process: some provide lists, others issue individual orders, and publication methods, update cycles, and technical expectations differ across the board. None of it was built with the operators who have to implement it in mind.

How Airbeam Handles It at the DNS Level
Livio will walk through the largely automated, DNS-based approach Airbeam built to handle these obligations end to end, from collecting and normalizing sources to applying and removing restrictions. He’ll share real cases, including a few that show exactly how not to design an operational process meant to involve hundreds of network operators. The session stays technical rather than legal or political.
From there, Livio wants to open a discussion with the BalticNOG community: what does regulatory blocking look like in other countries, and can operators do this better than the current patchwork allows?
