Viktoriia Opanasiuk – Internet During Wartime

Before the full-scale invasion, Ukraine boasted one of the strongest broadband infrastructures in Europe. ISPs such as Viner Telecom, co-founded by Viktoriia Opanasiuk, deployed PON-based networks that brought high-speed connections even to small towns and villages. This strong foundation became vital when the war began.

How War Reshaped the Internet

The invasion dramatically changed the telecom landscape. ISPs faced:

  • Destroyed infrastructure from missile and drone attacks.
  • Blackouts are disrupting service and power supply.
  • Cyberattacks and traffic rerouting.
  • Flooded networks after the destruction of the Kakhovka Hydroelectric Station.
  • Censorship and disinformation in occupied territories, where Ukrainian services were blocked or replaced.

These challenges disrupted everyday life: remote work broke down, e-commerce stalled, students struggled with online education, and millions felt disoriented without access to real-time information during air alarms.

The Lessons of Resilience

Despite this devastation, Ukrainian ISPs demonstrated resilience thanks to their decentralized model with over 4,000 providers. Viktoriia highlights crucial lessons:

  • Maintain independent backup channels for fast network recovery.
  • Ensure alternative power supplies and equipment reserves.
  • Strengthen cybersecurity and distribute network management knowledge across teams.
  • Develop contingency plans for the rapid relocation of staff and equipment.

Keeping People Connected Against All Odds

Even in frontline regions, Ukrainian ISPs found ways to keep people online. Quick decision-making, new technologies, and international support allowed networks to continue functioning. Viktoriia’s story is not just about challenges but the resilience of Ukraine’s digital backbone—and the people who defend it daily.
