When Tomorrow Becomes Today: Lessons of Resilience from Ukrainian Telecom

At BalticNOG 2025, Valeriia Yuryma, Co-founder & CEO of DeepNet Group, will share a story that blends innovation, crisis management, and resilience.

DeepNet Group has been at the heart of Ukraine’s telecom infrastructure — producing fiber optic cables, telecom solutions, and systems that ensure network resilience. But as Valeriia’s presentation shows, building telecom networks in Ukraine has also meant learning to operate under bombardment, blackouts, and constant cyber risk.

From Growth to Crisis

Before the war escalated, DeepNet expanded production and delivered best-in-class telecom solutions across Ukraine and Europe. By August 2024, its facilities were running at full capacity. But by April–May 2025, airstrikes had left parts of the production sites in ruins.

Resilience Under Fire

Despite destruction, Ukraine’s telecom sector has shown remarkable adaptability. Valeriia highlights how more than 30,000 km of networks were destroyed and over 4,300 base stations damaged — yet broadband coverage expanded, with median mobile speeds up 15% and fixed broadband up 62%. Optical fiber became not just infrastructure, but a strategic weapon in the defense of connectivity.

Emergency Playbooks

To keep operations alive, DeepNet created frameworks that might inspire any telecom operator facing extreme conditions:

  • “Red Mode” Decision Matrix — shifting from multi-step approvals to single-signature crisis actions.
  • Family Support Framework — evacuation plans, transport contracts, and family check-ins to maintain staff focus and morale.
  • Communication Without Internet — walkie-talkies, satellite messengers, and SMS gateways ensured coordination when uplinks got cut.
  • Multi-jurisdiction Finance Instruments — payroll buffers, spare accounts abroad, and offline backups safeguarded employees in case of financial disruption.

Dual-Use Innovation

Even in crisis, DeepNet developed dual-use products — from fiber cables to resilient power systems — proving that innovation and defense can align.

Beyond Ukraine: A Global Lesson

Valeriia’s story isn’t just about Ukraine. It’s a blueprint for resilience in disruption — whether caused by war, natural disaster, or cyberattack. Her experience shows telecom operators can protect infrastructure, people, and national security simultaneously.

At BalticNOG, Valeriia Yuryma will remind us that resilience is no longer optional when tomorrow becomes today — it’s survival.
